1997 companies Act No. 21 was issued. The purpose of this Act is to regulate and protect creditors against fraud, to protect shareholders from conflicts of interest and the owners of the majority of shares and controlling the affairs. The amended law also aims to give mixed and private sectors to play a more active role in the development process and the development of economic activity, within the general framework of State plans. Unfortunately, the oil Ministry's book no. 958, on 3/5/2010 to the SOC and directing all contractors with SOC for the rehabilitation and development of oil fields in the first and second rounds of the licensing deal with the national insurance company (exclusively) without competition with foreign companies. All private insurance companies willing to provide the best insurance services for all types of insurance and to fulfil their obligations to the insured and to facilitate the process of settlement compensation and flexibility in delivery in accordance with the approved technical basis taking into account the abolition of routine steps and requirements imposed. These companies are also receiving criticism and suggestions of the insured and others to develop insurance services in various stages with the aim of public companies for the development of the insurance industry in Iraq and ensure an open and transparent market and financially to ensure the security of persons and property and productive and service projects against risks for the protection of the national economy and the protection of the rights of the insured and the beneficiaries of the insurance business. Certainly the joint efforts and cooperation and coordination between public companies and private companies will expand financial resources for all companies and employment service for the Iraqi economy
